The Office shall be in the territory of one of the ASEAN Member States. The hosting of the Office shall be on a rotational basis of four (4) years, with the following agreed arrangements:
- Malaysia will serve as the Host Country for the first four (4) years, followed by Thailand for the next four (4) years.
- Other interested ASEAN Member States are also eligible to host the Office after Thailand.

The Executive director of ACCAHZ reports to the Governing Board annually or as needed.
